No, the option wasn't available to pay the cost out of pocket. They simply said AT&T was not interested in supplying Fiber to the premises in my neighborhood at the time due to the cost of bringing it into the neighborhood (estimated at $18,000), the lack of green space in the front of our homes, and the property being managed by an HOA instead ....
