I'd suggest beating Godrick then immediately trying to make your way to Redmane Castle to see if it is active yet. If not, then it might be triggered by immediate progress in Liurnia. I personally didn't reach Redmane Castle until I was already well into Ranni's quest and was sent to Redmane Castle to defeat Radahn in order to free the stars.
